Named Staff and Contacts

Where concerns regarding a young person occur, reports must be made in line with current procedures. You may contact the Designated Safeguarding Lead if you are unsure of whether to report a concern or need further clarification. Where applicable, an electronic safeguarding report should be sent in depth to the Designated Safeguarding Lead. The Designated Safeguarding Lead will then decide whether to take further action, i.e. to contact the young person’s school or external professional e.g. LADO/police.  

Where concerns arise about a specific student from, Leicestershire Partnership Schools and/or Leicestershire Secondary Education and Inclusion Partnership, that organisation should be alerted, where necessary the Designated Safeguarding Lead will contact the relevant persons listed below:

E2 is fully committed to safeguarding the welfare of all children and young people by protecting them from physical, sexual, emotional harm and neglect. Volunteers and staff should, at all times, show respect and understanding for the rights of young people, their safety and welfare and conduct themselves in a way that reflects our principles.

No activity should be entered into that is potentially harmful to young people. Nationally recognised procedure regarding qualified instructors, safety equipment and good practice should be adhered to at all times.

Safeguarding Commitment

E2 fully adopts an open and accepting attitude towards children as part of its responsibility for pastoral care. Staff encourage children and parents to feel free to talk about any concerns and to see E2 as a safe place when there are difficulties. Children’s worries and fears will be taken seriously and children are encouraged to seek help from members of staff.

E2 will therefore:

  • Establish and maintain an ethos where children feel secure and are encouraged to talk, and are listened to;
  • Ensure that children know that there are adults at E2 whom they can approach if they are worried or are in difficulty;
  • Ensure every effort is made to establish effective working relationships with parents and colleagues from other agencies if required to do so;
  • Operate safer recruitment procedures and make sure that all appropriate checks are carried out on new staff and volunteers who will work with children, including identity, right to work, enhanced DBS criminal record and barred list (and overseas where needed), references, and prohibition from teaching or managing in schools (s.128) etc.

Designated Safeguarding Lead

E2 has its own DSL who is aware of the full list of requirements and participates in training offered by schools to support our effectiveness.

The responsibilities of the Designated Safeguarding Lead are found in Annex B of “Keeping children safe in education” and include:

  • Provision of information to the LSCB/Local Authority on safeguarding and child protection in compliance with section 14B of the Children Act 2004. (This will usually be done by referral via the child or young person’s school)
  • Liaison with the child or young person’s school or the Local Authority on any deficiencies in our policies and procedures and how these should be rectified without delay.
  • Support the agencies in the management and referral of cases of suspected abuse to Specialist Services First Response Children’s Duty (and/or Police where a crime may have been committed)
  • Act as a source of support, advice and expertise within E2.
  • To contribute to child protection conferences when required or requested by agencies or schools.
  • Be alert to the specific needs of children in need, those with educational needs and young carers
  • Ensure each member of staff has access to and understands E2’s child protection policy especially new or part-time staff who may work with different educational establishments;
  • Ensure all staff have induction training covering child protection, the pupil behaviour policy, children who go missing and staff behaviour. Staff will be trained to recognise and report any concerns immediately they arise and will be provided with Part 1 of “Keeping children safe in education”and Annex A to those working directly with.
  • Keep detailed, accurate and secure written records of concerns and referrals;
  • Obtain access to resources and effective training for all staff and attend refresher training courses provided by the authorities. Keep up to date with new developments in safeguarding by accessing briefings and journals at least annually.
  • Maintain and monitor child protection records, including monitoring and acting upon individual concerns, patterns of concerns (e.g. children who repeatedly go missing) or complaints, in accordance with the section on “Records, Monitoring and Transfer” below.

Code of Practice 

Staff and volunteers should:

  • Treat everyone with respect.
  • Provide an example you wish others to follow.
  • Respect a young person's right to privacy.
  • Plan activities sothat more than two people are present at all times (wherever possible).
  • Avoid physical horseplay such as wrestling or tickling.
  • Provide access to young people to talk to others about their concerns.
  • Encourage young people and adults to feel comfortable and caring enough to point out attitudes and behaviour they do not like.
  • Be aware that someone may misinterpretyour actions.
  • Recognise that special caution is required when dealing with abuse.

Staff and Volunteers should never:

  • Take young people alone in a car, however short the journey.
  • Take a young person to their home.
  • Play physical contact games with young people.
  • Have inappropriate physical or verbal contact.
  • Jump to conclusions about others without checking facts e.g. making a judgement about a behaviour displayed by a child or young person and linking this to abuse.
  • Allow themselves to be drawn into inappropriate attention seeking behaviour such as tantrums or crushes.
  • Exaggerate or trivialise child abuse issues.
  • Show favouritism to anyone.
  • Make suggestive comments about, or to, a young person, even in fun.
  • Deter young people from making allegations through a fear of not being believed.
  • Do not do things of a personal nature for young people that they can do things for themselves (e.g. attaching a name tag to someone's shirt/blouse).
  • Permit abusive youth peer activities (e.g. bullying verbal or physical)
  • Rely solely on their good name to protect them.
  • Believe "it could never happen to me".

Roles and Responsibilities

All adults working with or on behalf of children have a responsibility to safeguard and promote their welfare. This includes a responsibility to be alert to possible abuse and to record and report concerns to the Designated Safeguarding Lead.

The names of the Designated Safeguarding Leads are listed at the start of this document.

In accordance with the Statutory Guidance “Keeping children safe in education” September 2018E2 will ensure that: -

  • E2 has a child protection/safeguarding policy, procedures and training in place which are effective and comply with the law at all times. The policy is made available publicly.
  • E2 operates safer recruitment practices, including appropriate use of references and checks on new staff and volunteers. Furthermore, staff involved in the recruitment process have undertaken Safer Recruitment Training.
  • There are procedures for dealing with allegations of abuse against members of staff and volunteers (see Appendix 2).
  • There is a senior member of the E2 leadership team who is designated to take lead responsibility for dealing with child protection (the “Designated Safeguarding Lead”).
  • The Designated Safeguarding Lead undertakes effective Local Authority training (in addition to basic child protection training) and this is refreshed every two years. In addition to this formal training, their knowledge and skills are updated at regular intervals (at least annually) via safeguarding e-briefings etc.
  • The staff and volunteers who work with children, undertake appropriate training which is regularly updated (at least every three years in compliance with the LSCB protocol); and that new staff and volunteers who work with children are made aware of the E2 arrangements for child protection and their responsibilities (including this policy and Part 1 of Keeping Children Safe in Education). The Local Authority Induction leaflet, “Safeguarding in Education Induction – Child Protection Information, Safer Working Practice” September 2018will be used as part of this induction.
  • Any deficiencies or weaknesses brought to the attention of E2 will be rectified without delay.
  • E2 Board of Trustees deals with any allegations of abuse made against the senior leader of the organisation.
  • Effective policies and procedures are in place and updated annually including a behaviour “code of conduct” for staff and volunteers - “Guidance for Safer Working Practice for those who work with children in education settings October 2015”. Information is provided to LEBC on this practice at their annual audit carried out on behalf of schools and Partnerships
  • E2 contributes to inter-agency working in line with statutory guidance “Working Together to Safeguard Children” 2015 (revision due) as requested by the school. Safeguarding arrangements take into account the procedures and practice of the local authority and the Local Safeguarding Children Board (LSCB).

Working with Parents/Carers

It is the responsibility of the E2 to:

  • Ensure that parents/carers have an understanding of the responsibility placed on E2, Partnerships and Providers for child protection by setting out its obligations on the website.
  • Undertake appropriate discussion with parents/carers prior to involvement of Children & Family Services Children’s Social Care or another agency, unless to do so would place the child at risk of harm or compromise an investigation.
  • At the time when the DSL at E2 reports a concern to an agency a check will be made to ensure that there is clarity about who will inform parents/carers and when. If E2 makes an emergency contact with child protection agencies this will be followed by contact with the parents/carers to ensure the same clarity.

The list is not exhaustive but when undertaking development or planning of any kind, E2 will consider the implications for safeguarding and promoting the welfare of young people and children.

Designated Safeguarding Lead – main procedural steps




  1. The Local Safeguarding Children Board Procedures contain the inter-agency processes, protocols and expectations for safeguarding children. (Available on LSCB The Designated Safeguarding Lead is expected to be aware of these, particularly the referral processes. However, if the referral regards a student enrolled on our alternative education provision, the first step will be to contact the school and E2 will make a direct referral only when that contact has not been successful or in emergency.
  2. It is important that all parties act swiftly and avoid delays.
  3. Any person may seek advice and guidance from the First Response Children’s Duty Professionals Consultation Line, particularly if there is doubt about how to proceed. Any adult, whatever their role, can take action in his/her own right to ensure that an allegation or concern is investigated and can report to the investigating agencies.
  4. A safeguarding report, dated and signed, must be made to what has been alleged, noticed and reported, and kept securely and confidentially.
  5. In many cases of concern there will be an expectation that there have already been positive steps taken to work with parents and relevant parties to help alleviate the concerns and effect an improvement for the child. This is appropriate where it is thought that a child may be in need in some way, and require assessment to see whether additional support and services are required. An example might be where it is suspected a child may be the subject of neglect. In most cases the parents’ knowledge and consent to the referral are expected, unless there is reason for this not being in the child’s interest. However, there will be circumstances when informing the parent/carer of a referral that might put the child at risk, and in individual cases advice from Children’s Social Care will need to be taken.

Individual Staff/Volunteers/Other Adults – main procedural steps

When a child makes a disclosure, or when concerns are received from other sources, do not investigate, ask leading questions, examine children, or promise confidentiality. Children making disclosures should be reassured and if possible at this stage should be informed what action will be taken next.

  1. Within 24 hours make safeguarding report of what has been disclosed or noticed, said or done and report to the Designated Safeguarding Lead at E2. 
  2. If the concern involves the conduct of a member of staff or volunteer, a visitor, a trainee or another young person or child, E2’s DSL must be informed.
  3. If this has not already been done, inform the child (or other party who has raised the concern) what action you have taken.
  4. Designated Safeguarding Lead – main procedural steps to be taken in accordance with this policy and procedures.

(NB It may not be necessary for E2 to follow all these steps if it regards a student enrolled on our alternative education provision e.g. there is a school that is already taking action.  Special note should be taken of clauses 4, 6 and 7 where E2 may need to take urgent action)

  1. Begin a case file which will hold a record of communications and actions to be stored securely (see Section on Records, Monitoring and Transfer).
  2. Where initial enquiries do not justify a referral to the investigating agencies, inform the initiating adult and monitor the situation. If in doubt, seek advice from the First Response Professionals’ consultation line.
  3. Share information confidentially with those who need to know.
  4. Where there is a child protection concern requiring immediate, same day, intervention from Children’s Social Care, the First Response Children’s Duty should be contacted by phone. Written confirmation should be made within 24 hours on the LSCB Agency Referral Form to Children’s Social Care. All other referrals should be made using the online form (see link
  5. If the concern is about children using harmful sexual behaviour, refer to the separate guidance. “Guidance for schools working with children who display harmful sexual behaviour” (Leicestershire LA Guidance).
  6. If it appears that urgent medical attention is required to arrange for the child to be taken to hospital (normally this means calling an ambulance) accompanied by a member of staff who must inform medical staff that non-accidental injury is suspected. Parents must be informed that the child has been taken to hospital.
  7. Exceptional circumstances: If it is feared that the child might be at immediate risk on leaving the E2’s site, take advice from the First Response Professionals Consultation line (for instance about difficulties if the school day has ended, or on whether to contact the police). Remain with the child until the Social Worker takes responsibility. If in these circumstances a parent arrives to collect the child, the member of staff has no right to withhold the child, unless there are current legal restrictions in force (eg a restraining order). If there are clear signs of physical risk or threat, First Response Children’s Duty should be updated and the Police should be contacted immediately.
